How to do it

Build the prospect list

Search a trade plus a city on Google Maps — window cleaning, barbers, burger places. Note the ones with reviews but no website. Reviews mean they have customers; no site means they have a gap.

Build the site before you pitch

Use their name, their photos, their service list. A site with cinematic background video looks far more expensive than it costs to make.

Show, do not describe

Send a link to the finished site. "Here is what your shop could look like online" outperforms any pitch about what you might build.

Charge for the handover

Sell the site outright, or charge a setup fee plus monthly hosting. Monthly is worth more over time but slower to close.

Is it legal to build a site for a business without asking?

Building a sample and showing it to the owner is normal agency practice. Do not publish it publicly or run ads against their name before they agree.

Why is this the hardest method here?

Because the tool is not the bottleneck — sales is. If you dislike contacting strangers, one of the passive methods will suit you better.
